Law enforcement apprehended the suspect William Chase Johnson, 18, after a nearly four-hour search when he walked up to the shooting scene about 12:05 a.m. Sunday with a firearm in his hand and was taken into custody after the manhunt.
Moments later, the 68-year-old waved a gun and pointed it at the officers responding to the scene, according to police.
Officers then fired shots at Phillips, killing him, according to CCPD.
Officials said there was a history of domestic disputes between Phillips and the woman who lived in the home, the most recent being in August. However, no arrests were made in that incident.
Neighbors told Channel 2's that they had feared something violent would happen.
No officers were injured in the shooting, nor were the woman and two teenagers.
The two officers involved were placed on a routine administrative leave.
