Through a video link,  Magistrate Millicent Sherman read to Parks each of the 16 criminal counts, which included first-degree premeditated murder, that had been brought against him — and then explained his legal rights.

Court records show Parks had been released on parole and had several convictions, including weapons and assault crimes. In 2011, an angry Parks pressed a gun to a woman's head and shot her near the shoulder.

Parks also has been charged with three counts of assault with intent to murder, resisting and obstructing a police officer causing death, discharge of a weapon in a building causing death, discharge of a weapon in a building causing impairment, felon in possession of a firearm and eight counts of felony firearm.

Parks was remanded to Wayne County jail with no bond. The court said Parks has retained his own lawyer, but was unaware of who it was. A Dec. 19 probable cause conference and a Dec. 23 preliminary exam have been set before Judge Ronald Giles in 36th District Court.

Suspect Shoots Man Dead Following Argument At Detroit Party Store .
Police are searching for gunman who fatally shot a 19-year-old following an argument at a party store on Detroit's east side. The incident happened around 7:15 p.m. Friday in the area of Lafayette Street and Chene. According to police, the victim was inside a party store on Chene when he had a verbal altercation with the suspect. The victim and his family members left the location on foot and the suspect chased them to the 2200 block of Lafayette and began firing shots, striking the victim multiple times.The victim was transported to the hospital where he died. The suspect fled the scene and remains at large.
