Crime Ocean Township murder suspect told to stay in jail despite speedy-trial argument

FREEHOLD - An Ocean Township man accused of murdering his missing housemate lost a bid to gain release from jail on a legal technicality.

Ronald Teschner, 49, will remain in jail without bail to await trial in the murder of Jacqueline Terrulli, the 65-year-old Ocean Township woman who has been missing since a fire destroyed her home Sept. 12.

Superior Court Judge Joseph W. Oxley, ruling Thursday on a speedy-trial motion by defense attorney Anthony Aldorasi of the Public Defender’s Office, rejected an argument to release Teschner because he hadn’t been indicted within 90 days of his arrest on Sept. 13 — the date he was discovered in Paterson in Terrulli’s Jeep with weapons and stolen property.

Teschner, an ex-convict with a lengthy criminal record, was charged that day with weapons and stolen property offenses.

Oxley, in keeping Teschner behind bars, said prosecutors are still within the 90-day time frame to indict him on murder, arson and additional offenses that he wasn’t charged with until Dec. 11, after prosecutors said they corroborated information from Teschner’s former cellmate who said Teschner confessed Terrulli’s murder to him.

The state’s speedy trial rules are contained in New Jersey’s bail reform law, which eliminated cash bail in most instances and dictated that only the most serous offenders be held in jail to await trial. The law, which took effect in 2017, require that persons being held in jail without bail be indicted within 90 days of arrest and tried within 180 days from indictment, with provisions for time extensions in certain situations.

Authorities said that Teschner’s former cellmate said Teschner told him he “dealt with Jacqueline" when she discovered him stealing some of her belongings after he overheard her on the phone saying she was going to kick him out of the house.

He told the former cellmate he wrapped Terrulli’s body in a blue tarp and disposed of it before returning to her house to steal more belongings and set the resident on fire, using nail polish remover as an accelerant, authorities said.

Terrulli’s body hasn’t been found.
