“This is not a crime gone bad, this is not a liquor store robbery interrupted that a tragedy erupts from,” Shea said. “This is a premeditated assassination attempt.”

Officer Paul Stroffolino was released from Lincoln Hospital to his brothers in blue yesterday.

“What we’re talking about here, quite frankly, is a cop killer, it’s just our cops were so good, he didn’t get them,” said Police Benevolent Association President Pat Lynch.

Police said Williams was sent to prison for attempted murder in 2002 and was released on parole in 2017. During that incident, he exchanged gunfire with NYPD officers are shooting one person and carjacking another in the Bronx. He was recently arrested again on driving while intoxicated charges and was scheduled to appear in court today for that, as well.

A female friend of Williams was taken into custody for questioning Sunday but was later released without any charges. The pair apparently spent time in her vehicle in between the two weekend shootings. The vehicle is now in custody as evidence.

On February 17th, officers will begin recording their detailed activity logs in an iOS app on department-issued iPhones. The app will send notes to a department database, which offers a few benefits over the physical notebooks. It could eliminate potential abuses, like faking entries in order to get search warrants, and headaches, like having to interpret illegible handwriting. Plus, individual officers won't have to keep track of dozens of notebooks.
