Tensions between the head of state and the governors increased on Tuesday, Bolsonaro declaring that the governors dissatisfied with the reopening of the gyms and hairdressing salons could initiate legal proceedings.

A presidential decree published Monday evening widened the list of services deemed "essential" to include gyms and hair salons. At least 10 governors have indicated their intention not to comply.

"Governors who do not agree with the decree can file motions in court," Bolsonaro said on social media, threatening to initiate proceedings against governors who fail to comply with the decree.

Bolsonaro continues to claim that the economic damage caused by confinement is more harmful than the epidemic.

"Bolsonaro is advancing over the precipice and wants to take all of us with him," Rio de Janeiro governor Wilson Witzel wrote on Twitter.
