Democrats are banking on strong turnout this fall to reverse Obama-era losses that left Republicans as governors of a near-record 33 states.

Republicans say that even if they suffer some setbacks, they are confident of maintaining a healthy margin over Democrats, who hold 16 governorships.

Whichever party wins out, the 36 contested races for governor this election year have outsized significance because many of the new crop of state leaders will have some say over the redrawing of legislative and congressional maps in 2021.

Think about how the Obama administration sees the state of the world. It wants Tehran to come to heel over its nuclear programme. John Kerry, the US secretary of state , allegedly struck a deal with King Abdullah in September under which the Saudis would sell crude at below the prevailing market price.

Kansas, Ohio, Florida and Georgia are among the states where the races are already drawing national attention.

State races can be affected by political waves just like congressional elections, said Jennifer Duffy, an analyst with the nonpartisan Cook Political Report. The party in the White House has had a net loss in gubernatorial seats in 90% of the midterm elections since 1902, with an average loss of 4.5 governorships, she said.

Many current GOP governors were elected in the Tea Party wave of 2010. Republicans are defending 26 governorships this fall.

Governors can also turn their states into laboratories for policy innovations with potential national applications. New York is the Democrats' top takeover opportunity, with state Attorney General Eliot Spitzer running far ahead of former state Assembly minority leader John Faso to replace GOP Gov.

Democrats, by comparison, are defending nine gubernatorial seats this year.

This fall offers “the widest playing field in decades” with an unusual number of races in which there is no incumbent, said Melissa Miller, spokeswoman for the Democratic Governors Association.

“Democrats have a historic opportunity this year to win governorships across the country,” she said.

Alaska’s independent governor is facing challengers from both major parties in his re-election campaign.

Both parties are prepared to spend big on key gubernatorial races.

The RGA said it had raised a record $113 million for this gubernatorial cycle and had $87 million in cash on hand as of June 30. The DGA said it had raised a record $67 million this cycle, and declined to comment on cash on hand.

Democrats are emphasizing health care, education and the redrawing of congressional maps in many races, Ms. Miller said.

The RGA is focusing on keeping taxes low, and criticizing Democrats who have voiced support for single-payer health care.

More than a decade of hyper-partisanship in Washington, D.C., has pushed much of the policy-making to the state level, while also prompting presidents to use executive power to make changes to tax policy, health care and immigration, said William Antholis, director of the University of Virginia’s Miller Center, which studies public policy and presidential administrations.

“Whether it’s Trump or Obama, increasingly now presidents are going toe-to-toe with governors,” Mr. Antholis said, citing the Affordable Care Act and recent tax cuts.

The gubernatorial races already reflect some of President Trump’s influence, as he endorsed or voiced support for candidates in a half-dozen GOP primaries.

Mr. Trump’s favored candidates won in Georgia, Michigan, Kansas and Florida, despite the GOP establishment’s backing of other candidates they deemed more likely to win in November, Ms. Duffy said.

“People are trying to grade him on these primaries,” she said. “But he has put some races in more competitive categories than they would otherwise be.”

Members can return almost any product at any time if they are not satisfied with it. In Hawaii, apparently, some vacationers are pushing that policy to the very limit. It's no secret that some members like to push the policy to its limits by returning such things as a Christmas tree in January, an already eaten steak, or an empty bottle of wine.

In Kansas, Mr. Trump endorsed conservative firebrand and Secretary of State Kris Kobach over the Republican incumbent, a move Democrats said could create an unexpected possible pickup for them.

Some of the most closely watched races are in states that Mr. Trump won in 2016.

In Ohio, voters are choosing between Democrat Richard Cordray and Republican Mike DeWine, the state’s attorney general, to replace term-limited Gov. John Kasich, a Republican. Mr. Cordray is running on his record leading the Consumer Financial Protection Bureau, which he left last year, and Mr. DeWine is touting the state’s strong economy. A key question will be whether blue-collar Democrats in northeast Ohio, which includes Akron and Cleveland, will support Mr. Cordray after voting for Mr. Trump in 2016.

In Florida, the nation’s biggest swing state, voters have a stark choice between U.S. Rep. Ron DeSantis, an ally of Mr. Trump, and Andrew Gillum, the Tallahassee mayor who was endorsed by Bernie Sanders and shocked the party establishment with his Aug. 28 primary win.

Mr. DeSantis ran an ad in which he helped his young daughter build a wall out of blocks, a reference to the president’s push for a barrier along the southern border. An ad of Mr. Gillum’s talks about growing up with brothers who were in trouble with the law, and the importance of public education and second chances.

In Georgia, Democrat Stacey Abrams is vying to become the first black woman to win a governorship. She faces Secretary of State Brian Kemp, a social conservative who credited Mr. Trump’s endorsement for helping him win the primary.

Ms. Abrams has the backing of national Democratic groups and has promised to build “an economy that works for all.” Mr. Kemp has said that the election is a fight for “the soul of our state,” and that Ms. Abrams is out of step with the people of Georgia, typically a GOP stronghold.
