House intelligence panel interviewing Russia-born executive Felix Sater is talking to staff on the House intelligence committee as part of the panel's investigation into Russian meddling in the 2016 election. The panel's chairman, California Rep. Adam Schiff, subpoenaed Sater last month after he didn't show up for a scheduled interview. The panel is investigating contacts between Russia and the Trump campaign detailed in special counsel Robert Mueller's report. Sater worked with Trump's former personal lawyer, Michael Cohen, on the skyscraper deal before the 2016 election.

WASHINGTON (AP) — The House Judiciary Committee says a former Trump administration official who was a vital witness in special counsel Robert Mueller's Russia investigation was blocked by the White House from answering more than 200 of its questions.

The Democratic-led panel on Monday released written responses provided by Annie Donaldson, who served as chief of staff to former White House counsel Don McGahn.

Mueller interviewed Donaldson as he examined potential obstruction of justice by Trump. Mueller's report repeatedly references handwritten notes Donaldson took of key moments.

Donaldson agreed to answer questions in writing from the Judiciary Committee. But the panel notes that for more than 200 questions, she replied that the White House had instructed her not to answer because of "constitutionally-based Executive Branch confidentiality interests that are implicated."

The abrupt change did prompt a last-minute scramble — and caused complaints among staffers about how the situation was handled. Pence boarded his helicopter at the Naval Observatory, his official residence, on Tuesday morning and headed for Joint Base Andrews outside Washington. He was scheduled to take off around 10:15 a.m. ET and touch down at the Manchester-Boston Regional Airport 70 minutes later, where he would then travel in a motorcade to meet former patients and make remarks on opioids at the Granite Recovery Center. But Air Force Two never took off.
