As Trump was delivering his speech on Tuesday night, the Democrats chanted "3 H.R.," a reference to Pelosi's bill that passed late last year.

Among other provisions, the legislation calls for Medicare to negotiate drug prices.

But Senate Majority Leader Mitch McConnell (R-Ky.) has called the bill socialism, and said it will not pass the Republican-controlled upper chamber.

The chanting erupted after Trump urged lawmakers to pass bipartisan drug pricing legislation. Trump said he would sign the bill if it got to his desk.
