At a separate Monday rally in Pennsylvania, Trump said that Biden was a "die-hard globalist who wiped out your steel mills, closed down your factories, killed your coal jobs, outsourced your industries and supported every terrible, disastrous trade deal."

During a campaign stop in Pennsylvania on Saturday, Biden said he would not ban fracking "in Pennsylvania or anywhere else."

Biden's tone toward China's President Xi Jinping turned critical at a Democratic presidential debate in February. Biden said Xi did not have "a democratic, with a small 'd,' bone in his body." Biden also said China must be brought in line with international expectations.

"We gotta make it clear they must play the rules," Biden added, "period, period, period."

In March, Biden wrote in an op-ed published in Foreign Affairs that the U.S. needs to "get tough" with China. Biden cited China's attempts to steal U.S. intellectual property and alleged human rights abuses committed by the country's communist government.

"The most effective way to meet that challenge is to build a united front of U.S. allies and partners to confront China's abusive behaviors and human rights violations," Biden wrote.

Trump said in August that while he used to have a good relationship with Xi, his opinion had changed since the coronavirus pandemic. Trump blames China for the spread of the virus and has called COVID-19 "the Wuhan flu" after the Chinese region where the outbreak allegedly originated.

"I had a great relationship with President Xi," Trump said in an interview with Fox Sports Radio. "I like him, but I don't feel the same way now."
