However, in Georgia mail-in ballots were separated from their envelopes after signatures were initially verified. This measure, in place to protect voter privacy, would make matching ballots to envelopes an impossibility during a recount with them having already been split apart.

Trump's campaign requested a second recount in the state after a hand recount showed again Biden having received more votes there. The request was made after Georgia had certified its statewide results after the hand count.

A statement from the Trump campaign legal team earlier this month said: "President Trump and his campaign continue to insist on an honest recount in Georgia, which has to include signature matching and other vital safeguards. Without signature matching, this recount would be a sham and again allow for illegal votes to be counted.

"If there is no signature matching, this would be as phony as the initial vote count and recount. Let's stop giving the People false results. There must be a time when we stop counting illegal ballots. Hopefully it is coming soon."

Newsweek has contacted the Trump campaign and Raffensperger's office for comment.
