The 2020 election sent much the same message. Polling indicates broad support for policies that address climate change among voters in both parties. But this support was nuanced in the November results. Independent and conservative voters who helped Republicans gain House seats delivered a strong message that they have little appetite for the wholesale transformations embodied in the Green New Deal.

This suggests new approaches are needed for this political moment, ones that provide avenues for Republicans and Democrats both to support climate action while meeting many other long-term goals. In essence, Congress must craft a clean energy agenda that appeals broadly to America's future prosperity and recognizes that climate policy is so far-reaching and essential to modern society it is fundamentally economic and industrial policy.

A new climate-smart farm bill can establish fresh revenue streams for rural America while sequestering carbon, supporting renewable energy, and encouraging healthier, more resilient forests.

Legislation funding U.S. clean energy technology innovation and deployment at scale will create new low-carbon industries and boost our international competitiveness. As provisions in the December's stimulus legislation demonstrated, there is deep bipartisan support for legislation that can advance carbon capture, storage, direct air removal, and carbon-based product technologies. And a federal technology-neutral electricity standard, styled after the popular state renewable standards, can win broad support from industry and environmentalists, providing regulatory clarity needed to drive the low-carbon transition.

Legislation on each of these issues could move independently with bipartisan support even in a divided Congress. When added together, these actions reveal the beginning of a coherent federal climate strategy. But making progress will require addressing the economic anxiety of voters today. This means establishing a new agenda to turn America into a low-carbon economic powerhouse, beating the rest of the world, and creating millions of good new jobs.

More broadly, climate policy must move beyond the singular designs of a historic environmental movement dominated by left-leaning constituencies, who often emphasize regulations over more lasting legislative consensus. The recent ascendance of economic equity and environmental justice as a new force in climate politics is a positive development. But now the chorus of engaged and supportive voices must reach into rural and industrial America, the economic policy community, and business and financial sectors.

Yet essential rural votes won't come to the table without tailored policies that bring agriculture, forestry, and rural economies firmly into the portfolio of climate solutions. Industrial stakeholders simply will not accept the mere promise of new jobs in a future clean economy, nor will welfare programs be enough to garner their support. Those at risk of economic dislocation want to see a brighter future and jobs in the clean economy. New programs must help existing workers, including in coal, oil and gas production, where the focus can initially be on cleaning up domestic fossil fuel industries by reducing methane and other emissions.

After more than a decade without much climate policy, we are arriving at a moment where major legislative action may be possible. The global economy of the coming decade, and the century before us, will be increasingly defined by low-cost, low-emitting energy technologies. As incoming Senate Energy Committee Chairman Joe Manchin recently noted, America's climate plan must create jobs and entire new industries at home, deploy innovation across the country, and then sell our new technologies to "the rest of the world." Those are goals Republicans and Democrats can embrace together.
