The Federal Communications Commission ( FCC ) voted on Thursday to let phone service providers proactively block robocalls from fraudulent numbers. For example, companies will be able to proactively block calls from numbers with area codes that don't exist or that can't make outgoing calls.

And whether it’s enough — I doubt it,” Saunders, who works to stop unwanted calls, said in an interview. “It can’t block all robocalls because obviously there’s a lot of valid robocalls. Historically the FCC has allowed call blocking only in rare circumstances, placing a priority on making sure calls go through. In its February report the agency noted the availability of call-blocking apps for mobile phones. Consumer groups have called for voice service providers to offer free call-blocking tools to their customers, the agency said.

Companies offer various technologies for detecting and blocking robocalls. Some use feedback from customers to identify robocallers. Another method registers callers to numbers abandoned by consumers, since legitimate callers probably aren’t trying to reach an unused line, according to a 2015 report from Consumers Union.

Under Pai’s proposal, phone companies will be permitted to detect and analyze robocalls and block them from bombarding consumers’ phones, similar to the way email providers block spam, the FCC said in a fact sheet.

Consumers could opt out of call-blocking programs. Companies will have flexibility on how to dispose of those calls, such as sending straight to voice mail, alerting the customer of a robocall, or blocking the call altogether, the FCC said.

Pai on Nov. 13 summoned phone companies to a July 11 summit to discuss their progress in adopting technology to ensure that calls are authentic. Under the system, calls traveling through interconnected phone networks would be “signed” as legitimate by originating carriers and validated by other carriers before reaching consumers. That lets the phone company of the call recipient verify who is making the call.
