PHOENIX (3TV/CBS 5) -- The Maricopa County Medical Examiner’s Office is working to identify a child’s remains found in a west Phoenix home, but a woman believes they belong to her biological daughter.

Priscilla Marquez says Charisma Marquez would have turned 13-years-old last month. Court records say the girl hasn’t been seen or heard from since 2017. Charisma’s adoptive parents, Maribel and Rafael Loera, are now behind bars on charges of child abuse and hiding a body.

Last week firefighters went to the Loera home near 59th Avenue and Camelback to put out a small fire that was set off in the home. Documents say Rafael admitted to starting the fire. Crews were pulling insulation from the ceiling when they found a child’s bones, according to records.

Priscilla says she didn’t want to believe her children could be involved in the horrific case, but as more details emerged about the children in the Loera home, she realized she may never see her daughter again.

Priscilla says the state removed Charisma and two other children from her care in 2011 as she battled addiction. She had hoped her kids were in good hands while she got clean.

“This was hell for my children,” says Priscilla. “Why did you adopt my children? To torture them? Because you didn’t give them a happy home.”

Court records say the children were starved, left in a home littered in feces, and beat with extension cords. Documents say Rafael told investigators Maribel physically abused the kids. He reportedly told investigators Charisma Marquez got sick in 2017 and died before he could get her to the hospital. Court papers say he admitted to wrapping her body in a sheet and stashing her in the attic.

“There’s no words to explain because my baby laid in there helpless and alone,” says Priscilla. “There’s no words to explain the pain.”

Priscilla never gave up on reuniting with her kids. She says she’s been sober nearly seven years and had always hoped her children would find her. She believes state child services failed her kids.

“I don’t understand how these people passed a background check to be able to take three innocent children,” says Priscilla.

Priscilla says she will now explore legal options, and she wants her child’s remains so she can give her daughter a proper burial.
