In Mali, the president of the transition Bah N'Daw signed a decree appointing the Prime Minister. Former Minister of Foreign Affairs Moctar Ouane is appointed to the post of head of government.
With our correspondent in Bamako, Serge Daniel
Two days after the swearing-in ceremony of transitional president Bah N'Daw, Mali knows its civilian prime minister. "Moctar Ouane, appointed Prime Minister", this is what the decree signed by thesaid on Sunday, September 27. Since 2016, it should be noted that the all-new Prime Minister was Delegate for Peace and Security at the Commission for the Economic and Monetary Union of West Africa (UEMOA) in Ouagadougou. According to our information, he met on Saturday evening officials of the junta, as well as the transitional president to whom he gave his agreement to occupy the post of Prime Minister.
Madagascar's lemurs take a breather as tourism struggles
Perched on a branch, the lemur blinks back intently at a group of gawking tourists disrupting a coronavirus-induced spell of tranquillity outside Madagascar's Andasibe national park. Over 30 are classed as "critically endangered", the IUCN's last category before "extinction".
He is an independent man, his relatives describe him as very picky about principles. It also has an address book. The man was also a former representative of Mali to the United Nations and diplomatic advisor to the presidency. Like the interim president, he believes that we cannot do everything in 18 months. Moctar Ouane therefore has priorities: the organization of transparent elections, and taking action to participate in the re-foundation of the State. According to those around him, he intends to work with the interim president and ensure that the judiciary is independent with the appropriate means.
♦ The choice of one of the candidates of the M5 discarded
The choice therefore did not ultimately fall on one of the candidates of the M5, this coalition which had launched the popular protest against the ex-president IBK, relates our envoy special in Bamako, Florence Morice.
Several political figures of this movement felt that this post should be theirs given their contribution to the departure of IBK. But it was only on Saturday morning that the coalition was received by the junta to present its candidatures for the post, at a time when the negotiations which led to the appointment of Moctar Ouane were already well advanced. In addition, they had presented 14 candidates which, even internally, did not leave much hope of seeing one of them chosen. All eyes are now on ECOWAS, the West African community had promised to lift the sanctions that have weighed for more than a month on the Malian economy in the event of the announcement of a civilian prime minister.
