"The regions may justify, debate, propose measures to the courts, curfews or confines that restrict rights and freedoms, but must obtain a judicial authorization," said Carmen Calvo during a conference of hurry.
If a measure is rejected by local justice, a regional executive may seize the country's supreme court, which could thus establish precedents valid for the whole of Spain.
